Driving in Israel: Rental Cars, Licences, Parking and Road Costs

A rental car can make some journeys easier, but the booking price is only part of the decision. This guide helps you check your licence, compare the contract, understand road rules and avoid surprises from parking, tolls and fuel.

What You Need to Know First

Drive on the right, use the correct valid licence and make sure every driver is authorized under the rental agreement. Check the complete price, insurance, deposit and permitted travel area before collecting the car. Read road signs and parking restrictions even when a navigation or payment app suggests something else. The rules and operator information below were checked on October 3, 2026; confirm personal eligibility and current charges before driving.

Decide Which Days Actually Need a Car

Compare the route with parking availability at both the accommodation and destination. A vehicle can be useful for dispersed stops while adding cost and inconvenience to a stay centered on a dense city. Check whether you need it for the whole trip or only for particular journeys.

Include collection and return time, luggage space and any child seat in the comparison. Use the public transport guide for alternatives rather than comparing a daily rental quote with a single bus fare. Around Shabbat and holidays, confirm the branch's actual operating hours as well as your travel plans.

Check Your Licence and Residency Status

Bring your original valid driving licence for the vehicle category, along with the identity and entry documents requested by the rental company. An international driving permit is not a replacement for the underlying licence. Ask the company whether it requires a permit or translation for your issuing country and document format.

Foreign licences are not valid indefinitely for people living in Israel. Official conversion guidance describes a one year period, but eligibility and how time is counted can depend on residency and travel history. If you are a new resident, a returning resident or a frequent visitor, confirm your exact position with the Ministry of Transport rather than assuming a short trip abroad resets the clock.

Separate Rental Conditions From the Law

A rental company can impose its own minimum age, required driving experience and card conditions. These may differ by vehicle group and are not the same as the legal conditions for holding a driving licence. Obtain a quote that reflects the age and licence history of every intended driver.

As an operator example checked in October 2026, Hertz Israel specifies at least one year of licence holding in its published conditions. Other conditions must be checked with the actual supplier and branch. Make sure additional drivers are recorded in the agreement before they drive; a companion's valid licence alone does not add them to the contract.

Read Insurance, Excess and Deposit Terms

Ask which cover is included, what excess remains payable and which events or parts are excluded. Check glass, tires, underbody damage, theft and roadside assistance separately rather than treating a package name as a complete explanation. Do not confuse a reduced excess with permission to use the car outside the contract.

If relying on credit card insurance, obtain written confirmation that it covers the rental in Israel and meets the supplier's conditions. Hertz's published information, for example, asks for documentation when a customer relies on card cover instead of its offered damage and theft cover. Confirm the security hold and available credit required; release timing can also depend on your card issuer.

Inspect the Car Before Leaving

Photograph existing damage, the fuel or battery level and the odometer, then make sure the condition report records any issue. Check that the supplied equipment and child seat match the booking. Ask staff to explain the lights, parking brake, fuel type and any unfamiliar controls before entering traffic.

Save the rental company's assistance contact and know where the contract and vehicle documents are kept. A verbal assurance about damage is less useful than a clear written record. If something affects safe driving, have the supplier address it before departure rather than assuming you can sort it out during the trip.

Follow Road Signs and Keep the Phone Put Away

Israel's traffic rules require attention to signs, signals and permitted lanes. Do not enter a lane reserved for another class of traffic just because your map draws a route through it. Set navigation before moving and stop in a lawful, safe place if you need to change the destination.

As checked in October 2026, the road safety authority's explanation of the rules prohibits holding a phone and reading or sending texts while the vehicle is moving. Use an appropriate hands free arrangement if needed, without letting it distract you. Wear seat belts, ensure passengers are restrained and avoid alcohol before driving rather than trying to calculate a permitted amount.

Understand the Default Speed Limits

For an ordinary private passenger car, the Ministry of Transport's published road guidance gives default limits of 50 km/h in urban areas, 80 km/h on nonurban roads without a built median, 90 km/h with a built median, and 110 km/h on motorways. These are general categories, checked in October 2026, not permission to ignore a sign setting another limit.

Identify the legal road category and obey the posted restriction, including temporary works and local conditions. Reduce speed further when visibility, traffic or the road surface requires it. A wide road is not automatically a motorway, and the pace of other drivers does not change the applicable limit.

Arrange Suitable Child Restraints

Reserve a child seat or booster that fits the child's age, size and the vehicle, then check its installation before driving away. Ministry of Health guidance emphasizes proper anchoring and use according to the manufacturer's instructions. A seat being present in the boot does not establish that it is suitable or installed correctly.

Ask for qualified assistance if you cannot fit it confidently. Do not substitute an adult belt for an appropriate child restraint merely because the journey is short. Never leave a child in the vehicle while completing a quick errand, and build a deliberate check of the rear seats into every stop.

Check Where the Car May Go

Read the rental agreement's geographic and road use restrictions before setting the route. Hertz Israel's published contract, for example, prohibits entry into Area A and unsuitable terrain, as well as places where entry is prohibited by a competent authority. That is an operator condition, not a complete statement of every person's legal travel permissions.

Ask the supplier about any route you are uncertain about and follow official restrictions and road closures. A navigation app does not authorize a border crossing, entry into a restricted area or use of an unpaved track. For protective action during an alert, read the security alerts guide before driving.

Ask How Tolls Will Be Charged

Highway 6 uses electronic tolling, and its northern concession has separate registration and billing arrangements. The Carmel Tunnels in Haifa are another toll facility. Do not assume one account or a rental package covers every toll road simply because the vehicle passes through without stopping.

Ask whether the rental company pays and rebills the toll, adds an administration charge or requires another procedure. Charges vary by route, vehicle and account arrangement; check the operator's current tariff and the contract. Keep a record of your journeys and do not register a rental vehicle to a personal toll account without understanding how it will be removed after return.

Read Parking Signs Before Starting an App

Blue and white curb markings can indicate regulated parking, but the sign determines who may park, when payment applies and whether other restrictions operate. A payment app cannot legalize a residents only space or another prohibited location. Check the street side, zone and vehicle registration before activating a session.

For a dated example, Tel Aviv's current policy lists visitor rates of ₪12.40 per hour in the center and ₪7 elsewhere, checked October 3, 2026, subject to the relevant parking arrangement. Resident benefits require the applicable permit and conditions; they do not automatically belong to visitors. Pango and Cello are payment options, but verify registration and payment access before relying on either.

Refuel With the Correct Product

Confirm the fuel type on the rental documents and the vehicle, not from the color of a pump handle. Check the price per liter and whether you are using self service or attended service. If the payment terminal will not accept your card, ask the station staff about an accepted method before dispensing fuel.

The Ministry of Energy publishes updates for regulated 95 octane petrol; do not assume the same price rule covers every fuel or premium product. Check the current notice and station display rather than using a remembered monthly figure. For an electric rental, ask about charging access, connector compatibility, payment and the required return charge level.

Return the Vehicle With Records

Confirm the return branch, deadline, fuel or battery requirement and procedure outside staffed hours. Allow time for refueling and an inspection without parking unlawfully or rushing the final drive. If the location is at the airport, use the Ben Gurion Airport guide for the wider departure plan.

Photograph the returned condition and retain the final paperwork and fuel receipt. Ask how later tolls or fines are passed on and what administration fees the agreement allows. If a disputed charge appears afterward, compare the itemized bill with your records and contact the supplier through its verified support channel.

Common Mistakes

The cheapest headline rate may leave out a driver charge, required cover, parking or toll administration. Another error is assuming that a valid foreign licence settles every question of residency eligibility and rental acceptance. Check both the legal position and the supplier's written conditions before paying.

Drivers also start a parking app without reading the sign or follow a navigation route into a contractually prohibited area. Keep the plate number and return details accurate, and remove the rental car from relevant apps after the rental ends. A successful payment or a suggested route is not proof that an action is permitted.

Before You Collect the Car

Use the confirmation and contract together, and resolve contradictions while staff can still help. Save the final terms and the assistance contact before you leave the branch.

  • Check the complete price, cover, excess and deposit.
  • Inspect and photograph the car, fuel level and existing damage.
  • Fit child restraints and learn the controls before moving.
