Two Men Targeted in Separate Strikes
The IDF identified Alaa Ibrahim Nimer Arshi as a cell commander in Hamas's military wing. It said he was eliminated in the Gaza City area on October 21, 2026. Karam Riyad Hassan Abu Butaihan was eliminated near Nuseirat on October 20, 2026, the military said, identifying him as an Islamic Jihad terrorist who transferred funds to Hamas.
Those descriptions matter. The statement did not identify two heads of Hamas's financial apparatus. It described members of different organizations working to support the same military wing. The army named the areas of the strikes but did not publish precise addresses or times.
Millions of Shekels, With No Transaction Breakdown
The IDF said the men had transferred funds throughout the war. Recently, it said, the money had supported efforts to rebuild Hamas's military capabilities and prepare attacks against Israeli soldiers and civilians. The military characterized that activity as systematic violations of the ceasefire and said the strikes removed the threat.
The announcement gave no precise sum, allocation between the men or transaction list. It named no banks, exchange companies, digital wallets or specific delivery routes. Methods exposed in earlier cases therefore cannot be assigned to these two men without additional evidence.
These remain operational claims by the IDF, rather than findings from an independent examination of accounts. The statement did not include transaction documents allowing the amounts or routes to be checked. Naming countries as sources of funds does not establish who performed each step within them.
A Weapons Depot in Central Gaza
The IDF said it and the Shin Bet security agency struck a facility used by Hamas's military wing on October 22, 2026. The depot held Kalashnikov rifles, a launcher and rockets, according to the military, which said it was destroyed from the air.
The statement described weapons storage, rather than a manufacturing plant. It did not say the two men operated the depot or that the money attributed to them paid for its contents. The operations were presented as part of efforts to disrupt terrorist organizations' funding and military capabilities.
The Published Total Dates to September
On September 25, 2026, the IDF said it and the Shin Bet had eliminated 16 key Hamas financial operatives during the war. According to the army, those operatives managed transfers worth more than $1 billion through dozens of money changers in Turkey and Gaza.
That is a dated total, not an updated count for October 25, 2026. Adding the two newly named men to produce an official tally of 18 would be unsupported. The latest statement supplied neither a revised total nor an explanation of any overlap between lists.
An earlier example came on December 19, 2023, when the IDF and Shin Bet announced Subhi Ferwana's elimination in Rafah. The army said he and his brother moved tens of millions of dollars to Hamas through their Hamsat exchange company. That statement described netting arrangements and money laundering used to circumvent the international financial system.
What Is Documented About Iran and Turkey
On September 10, 2019, the US Treasury described Turkey's Redin Exchange as a facilitator of transfers from Iran's Quds Force to Hamas. It also identified Zaher Jabarin as an important financial contact between Hamas and Iran.
In sanctions announced on November 19, 2024, Treasury identified Musa Akari, based in Turkey, as a facilitator moving money from there to Hamas in Gaza and Judea and Samaria. These were US government findings concerning specific individuals and networks.
The records provide context for financing routed from Iran and through Turkey. They do not establish Turkish government funding of the transfers described in the latest IDF announcement. The army's central allegation connects overseas funds to Hamas's military activity, while the details of those particular transactions remain unpublished.
